    Governments, Informal Links to Militias and Accountability

    From Syria to Sudan, governments have informal ties with militias that use violence against opposition groups and civilians. Building on research that suggests these groups offer governments logistical benefits in civil wars as well as political benefits in the form of reduced liability for violence, we provide the first systematic global analysis of the scale and patterns of these informal linkages. We find over 200 informal state–militia relationships across the globe, within but also outside of civil wars. We illustrate how informal delegation of violence to these groups can help some governments avoid accountability for violence and repression. Our empirical analysis finds that weak democracies as well as recipients of financial aid from democracies are particularly likely to form informal ties with militias. This relationship is strengthened as the monitoring costs of democratic donors increase. Out-of-sample predictions illustrate the usefulness of our approach that views informal ties to militias as deliberate government strategy to avoid accountability

    Dominant Role of Nucleotide Substitution in the Diversification of Serotype 3 Pneumococci over Decades and during a Single Infection

    Streptococcus pneumoniae of serotype 3 possess a mucoid capsule and cause disease associated with high mortality rates relative to other pneumococci. Phylogenetic analysis of a complete reference genome and 81 draft sequences from clonal complex 180, the predominant serotype 3 clone in much of the world, found most sampled isolates belonged to a clade affected by few diversifying recombinations. However, other isolates indicate significant genetic variation has accumulated over the clonal complex’s entire history. Two closely related genomes, one from the blood and another from the cerebrospinal fluid, were obtained from a patient with meningitis. The pair differed in their behaviour in a mouse model of disease and in their susceptibility to antimicrobials, with at least some of these changes attributable to a mutation that upregulated the patAB efflux pump. This indicates clinically important phenotypic variation can accumulate rapidly through small alterations to the genotype

    States, the security sector, and the monopoly of violence : A new database on pro-government militias

    This article introduces the global Pro-Government Militias Database (PGMD). Despite the devastating record of some pro-government groups, there has been little research on why these forces form, under what conditions they are most likely to act, and how they affect the risk of internal conflict, repression, and state fragility. From events in the former Yugoslavia, Iraq, Sudan, or Syria and the countries of the Arab Spring we know that pro-government militias operate in a variety of contexts. They are often linked with extreme violence and disregard for the laws of war. Yet research, notably quantitative research, lags behind events. In this article we give an overview of the PGMD, a new global dataset that identifies pro-government militias from 1981 to 2007. The information on pro-government militias (PGMs) is presented in a relational data structure, which allows researchers to browse and download different versions of the dataset and access over 3,500 sources that informed the coding. The database shows the wide proliferation and diffusion of these groups. We identify 332 PGMs and specify how they are linked to government, for example via the governing political party, individual leaders, or the military. The dataset captures the type of affiliation of the groups to the government by distinguishing between informal and semi-official militias. It identifies, among others, membership characteristics and the types of groups they target. These data are likely to be relevant to research on state strength and state failure, the dynamics of conflict, including security sector reform, demobilization and reintegration, as well as work on human rights and the interactions between different state and non-state actors. To illustrate uses of the data, we include the PGM data in a standard model of armed conflict and find that such groups increase the risk of civil war

    Aflatoxins and fumonisins contamination of home-made food (Weanimix) from cereal-legume blends for children

    Background: Weanimix is an important food for children in Ghana. Mothers are trained to prepare homemade weanimix from beans, groundnuts and  maize for their infants. Groundnuts and maize are prone to aflatoxincontamination while fumonisin contaminates maize. Aflatoxin, is produced by the Asperguillus fungi while fumonisin, is produced by Fusarium fungi. These mycotoxins occur in tropical areas worldwide due to favorable climate for their growth.Objective: The objective of the study was to determine the levels of aflatoxin and fumonisin in homemade weanimix in the Ejura-Sekyedumase district in the Ashanti Region of Ghana.Methods: Thirty six homemade weanimix samples (50g each) were collected from households. Aflatoxin and fumonisin were measured using a fluorometric procedure described by the Association of Official AnalyticalChemist (AOAC official method 993.31, V1 series 4).Results: Aflatoxin and fumonisin were detected in all 36 samples, range 7.9-500ppb. Fumonisin levels range: 0.74-11.0ppm). Thirty (83.3%) of the thirty six samples were over the action limit of 20ppb for aflatoxin withan overall mean of 145.2 ppb whiles 58.3% of the samples had fumonisins above the action limit of 4 ppm with an overall mean of 4.7 ppm .Conclusion: There were significant aflatoxin and fumonisin contamination of homemade weanimix. Children fed on this nutritional food were being exposed to unacceptable levels of aflatoxin and fumonisin. Therefore there is a critical need to educate mothers on the dangers of mycotoxin exposure and to develop strategies to eliminate exposure of children fedhomemade weanimix to aflatoxin and fumonisin.Keywords: Aflatoxin, Fumonisin, Home-made Weanimix, infants

    Is Femur Length the Key Height Component in Risk Prediction of Type 2 Diabetes Among Adults?

    OBJECTIVE — To examine the diabetes risk association with femur length, standing height, and height without femur length (HWFL) (HWFL standing height femur length). RESEARCHDESIGNANDMETHODS — We used data from three time periods of the National Health and Nutrition Examination Survey (1999–2000, 2001–2002, and 2003–2004) for this cross-sectional analysis and confined the eligible subjects to 6,188 adults aged 20 years who had fasted8 h and had no missing values of femur length or standing height. The outcome measure was type 2 diabetes. RESULTS — Multivariate logistic regression analyses indicated that the odds of type 2 diabe-tes per 1-SD value increase in femur length, standing height, and HWFL were 0.73 (95 % CI 0.61–0.86), 0.91 (0.75–1.10), and 1.09 (0.90–1.32) for men, respectively, and 0.82 (0.70– 0.97), 0.99 (0.82–1.21), and 1.11 (0.93–1.33) for women.     On the relative roles of dynamics and chemistry governing the abundance and diurnal variation of low latitude thermospheric nitric oxide

    We use data from two NASA satellites, the Thermosphere Ionosphere Energetics and Dynamics (TIMED) and the Aeronomy of Ice in the Mesosphere (AIM) satellites in conjunction with model simulations from the Thermosphere-Ionosphere-Mesosphere-Electrodynamics General Circulation Model (TIME-GCM) to elucidate the key dynamical and chemical factors governing the abundance and diurnal variation of nitric oxide (NO) at near solar minimum conditions and low latitudes. This analysis was enabled by the recent orbital precession of the AIM satellite which caused the solar occultation pattern measured by the Solar Occultation for Ice Experiment (SOFIE) to migrate down to low and mid latitudes for specific periods of time. We use a month of NO data collected in January 2017 to compare with two versions of the TIME-GCM, one driven solely by climatological tides and analysis-derived planetary waves at the lower boundary and free running at all other altitudes, while the other is constrained by a high-altitude analysis from the Navy Global Environmental Model (NAVGEM)up to the mesopause. We also compare SOFIE data with a NO climatology from the Nitric Oxide Empirical Model (NOEM). Both SOFIE and NOEM yield peak NO abundances of around 4×107cm−3; however, the SOFIE profile peaks about 6-8 km lower than NOEM. We show that this difference is likely a local time effect; SOFIE being a dawn measurement and NOEM representing late morning/near noon. The constrained version of TIME-GCM exhibits a low altitude dawn peak while the model that is forced solely at the lower boundary and free running above does not. We attribute this difference due to a phase change in the semi-diurnal tide in the NAVGEM-constrained model causing descent of high NO mixing ratio air near dawn. This phase difference between the two models arises due to differences in the mesospheric zonal mean zonal winds. Regarding the absolute NO abundance, all versions of the TIME-GCM overestimate this. Tuning the model to yield calculated atomic oxygen in agreement with TIMED data helps, but is insufficient. Further, the TIME-GCM underestimates the electron density [e-] as compared with the International Reference Ionosphere empirical model. This suggests a potential conflict with the requirements of NO modeling and [e-] modeling since one solution typically used to increase model [e-] is to increase the solar soft X ray flux which would, in this case, worsen the NO model/data discrepancy

Despite initiatives to reduce unplanned hospital admissions for this population, little is known about the involvement of emergency services in supporting residents in these settings.METHODS: This paper reports on a longitudinal study that tracked the involvement of emergency ambulance personnel in the support of older people with dementia, resident in care homes with no on-site nursing providing personal care only. 133 residents with dementia across 6 care homes in the East of England were tracked for a year. The paper examines the frequency and reasons for emergency ambulance call-outs, outcomes and factors associated with emergency ambulance service use. RESULTS: 56% of residents used ambulance services. Less than half (43%) of all call-outs resulted in an unscheduled admission to hospital. In addition to trauma following a following a fall in the home, results suggest that at least a reasonable proportion of ambulance contacts are for ambulatory care sensitive conditions. An emergency ambulance is not likely to be called for older rather than younger residents or for women more than men. Length of residence does not influence use of emergency ambulance services among older people with dementia. Contact with primary care services and admission route into the care home were both significantly associated with emergency ambulance service use. The odds of using emergency ambulance services for residents admitted from a relative's home were 90% lower than the odds of using emergency ambulance services for residents admitted from their own home. CONCLUSIONS: Emergency service involvement with this vulnerable population merits further examination. Future research on emergency ambulance service use by older people with dementia in care homes, should account for important contextual factors, namely, presence or absence of on-site nursing, GP involvement, and access to residents' family, alongside resident health characteristics.Peer reviewedFinal Published versio

    A New Three-Dimensional Subsulfide Ir₂In₈S with Dirac Semimetal Behavior

    Dirac and Weyl semimetals host exotic quasiparticles with unconventional transport properties, such as high magnetoresistance and carrier mobility. Recent years have witnessed a huge number of newly predicted topological semimetals from existing databases; however, experimental verification often lags behind such predictions. Common reasons are synthetic difficulties or the stability of predicted phases. Here, we report the synthesis of the Type-II Dirac semimetal Ir2In8S, an air-stable compound with a new structure type. This material has two Dirac crossings in its electronic structure along the Γ-Z direction of the Brillouin zone. We further show that Ir2In8S has a high electron carrier mobility of ~10,000 cm2/Vs at 1.8 K, and a large, non-saturating transverse magnetoresistance of ~6000% at 3.34 K in a 14 T applied field. Shubnikov de-Haas oscillations reveal several small Fermi pockets and the possibility of a nontrivial Berry phase. With its facile crystal growth, novel structure type, and striking electronic structure, Ir2In8S introduces a new material system to study topological semimetals and enable advances in the field of topological materials
